At the Milton Public Library, portions of the southerly exterior wall exhibit both vertical settlement and lateral displacement. The root cause of the problem is a compromised bulkhead along the Broadkill River allowing soil erosion under the foundation during high tidal events.
On May 22, 2018, Sussex County Council awarded a construction contract associated with the repairs. Under the contract terms the County agreed to assume the permitting and implementation of two 1-day detours of Union Street to mobilize and demobilize the required barge, set the equipment on the barge and stock it with the initial material.
The detour required Town Council concurrence since it utilizes part of the municipal street system. Said concurrence was granted during the June 6, 2018 Town Council meeting and DelDOT issued a permit on July 9, 2018. The first Union Street closure is scheduled, weather permitting for Monday July 23, 2018.
The fenced construction staging area, located in the municipal parking lot, will be closed to the public for up to 90 days during construction. We will seek formal Town Council approval for the extended utilization of the parking lot during the August 6, 2018 Town Council meeting. Staging may start as early as this week. Actual construction will require intermittent closure of Union Street for a few minutes to resupply the barge with material. The second and final 1-day detour will again be advertised on the message boards for 10 days prior to actual closure.
