Sealed bids will be received on behalf of The Town of Milton, (herein called the “Owner”) at Milton Town Hall, 115 Federal Street, Milton, Delaware no later than July 14, 2020 at 11:00 a.m. EST. Bids will then be publicly opened and read thereafter for the following:

Contract Duration 180 Consecutive Calendar Days


The work consists of construction of a water treatment building, driveway improvements, and well pump connection and controls split into three contracts for construction discipline. Contract 1 includes general civil site construction, raw water piping, finished water piping, chemical feed systems, mechanical, plumbing and coordination. Contract 2 includes building construction effort. Contract 3 includes electrical work for a 3-phase power extension, generator transfer switch, power wiring, and control wiring.

Each BID must be accompanied by a BID BOND or Certified Check payable to the OWNER for ten (10) percent of the total amount of the BID.  No Bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof. The right is reserved, as the interests of the Town of Milton may appear, to reject any and all bids, to waive any informality in bids received, and to accept or reject any items of any bid.


A mandatory Pre-Bid Conference will be held on June 18, 2020 at 10:00 a.m. at the Milton Memorial Park-Gazebo, Chandler Street (behind Milton Public Library), Milton, Delaware; to allow Contractors an opportunity to obtain information on the project from the Consulting Engineer and the Owner. The Town of Milton reserves the right to extend the time and place of Bid Opening on not less than two (2) calendar days’ notice by certified delivery, electronic delivery, or facsimile.
